Regulations on Livestreaming
LIVESTREAM RULES ON FELIX.STORE
Platform Operator: Công ty Cổ phần Giải pháp Công nghệ Felix (Felix Technology Solutions Joint Stock Company).
Updated Version: 7 October 2026. These Rules apply from the date they are published by Felix.store on the platform.
These Rules establish participation requirements, responsibilities, content standards and procedures for handling issues arising from livestream activities on Felix.store. They aim to promote transparent information, safe transactions and the protection of users’ lawful rights and interests.
1. Scope of Application
These Rules apply to sellers, livestream presenters, hosts, affiliate partners, production providers, viewers and other parties participating in livestream sessions on Felix.store.
For programmes produced by Felix or broadcast simultaneously on Facebook or other platforms, participants must also comply with the requirements of the relevant broadcast channels. Broadcasting across multiple channels does not remove responsibility for content and transactions within each party’s control.
Livestream sessions introducing products, facilitating B2B connections or accepting quotation requests must clearly explain the transaction process. A quotation request or comment expressing interest does not automatically constitute the conclusion of a sales contract.
2. Account Registration and Participation
- Registration: Sellers and livestream presenters must register an appropriate platform account or contact Felix.store for guidance on participating in a programme organised by Felix.
- Information Submission: Provide identification and contact information, details of representative authority and the relationship between the seller and presenter. Businesses must submit relevant legal documents; representatives must provide evidence of their authority where necessary.
- Document Review: Felix.store reviews the completeness of the information, requests additional materials where necessary and communicates the participation requirements.
- Session Registration: Submit the proposed schedule, product list, participants, presentation content, promotional offers and method for receiving orders or quotation requests.
- Session Confirmation: Begin broadcasting only after meeting the applicable requirements and obtaining confirmation for programmes requiring Felix’s approval.
Participants must not lend accounts, use another person’s identity or replace the livestream presenter without updating the relevant information with Felix.store.
3. Presenter Identification and Authentication
Livestream presenters must provide information required for identity authentication. Felix.store implements electronic identity authentication in accordance with the statutory implementation schedule, including the transitional commencement date of 1 January 2027. Before that date, participant information and documents remain subject to the platform’s verification procedures.
- Participants receive authentication instructions through their accounts or an official Felix.store contact channel.
- Complete authentication using a lawful electronic identification and authentication method specified by Felix.store. Foreign nationals follow the requirements applicable to their lawful identification documents and circumstances.
- Felix.store checks the result and confirms completion or requests a further attempt if the information does not match.
- Broadcasting is permitted only when the mandatory authentication requirements applicable at the time have been met.
Do not post identification documents in public comments. Felix.store does not request passwords or one-time passwords (OTP) through email, messages or telephone calls to complete document verification.
4. Product Eligibility and Supporting Documents
Sellers must prepare documents demonstrating compliance with business conditions and product quality requirements, together with advertising content approval documents where required by law. Presenters must refuse cooperation if the seller fails to provide all mandatory documents.
Depending on the product or service, documents required for review may include:
- Evidence of origin, product labelling, manufacturer or importer information.
- Applicable licences, certificates, declarations or sector-specific documents.
- Evidence supporting product benefits, technical specifications and proposed claims.
- Permission to use third-party trademarks, images or content, where necessary.
- Stock availability, supply capacity, delivery timelines and after-sales policies.
Approval to participate in a livestream, an account verification badge or the platform’s registration status must not be used to claim that every product has been guaranteed by Felix.store or a government authority.
5. Information to Be Disclosed During a Livestream
Sellers and presenters must ensure that viewers can identify:
- The seller or business responsible for supplying the product or service.
- The product name, product code, main characteristics, origin and actual condition.
- The selling price, unit of measurement, currency, taxes and relevant charges. Any costs not yet determined must be explained before the buyer confirms the transaction.
- The eligibility conditions, duration, quantities, geographical scope and limitations of promotional offers.
- The ordering, payment, delivery, return, refund and warranty arrangements.
- Applicable warnings, usage restrictions or groups for whom the product is unsuitable.
For B2B or cross-border transactions, clarify minimum order quantities, specifications, supply timelines, documentation, delivery terms and the allocation of shipping, tax and customs costs under the agreement.
If information stated during the livestream differs from the product page or checkout information, the seller must clarify and correct the discrepancy before continuing to accept transactions. Such discrepancies must not be exploited to disadvantage buyers.
6. Advertising, Sponsorship and Affiliate Marketing
Advertising content must be accurate, supported by evidence and clearly identifiable. Sponsorship and affiliate commission arrangements must be disclosed so viewers understand the commercial context of the presentation.
Influencers must verify the advertiser’s reliability and examine relevant product documents. They must not recommend products they have not used or do not adequately understand. The advertising nature of the content must be disclosed immediately before and during the advertising activity.
Fabricated usage experiences, reviews, certifications or testimonials are prohibited. Food or cosmetic products must not be presented as treating diseases in violation of applicable requirements. Content requiring advertising approval must remain consistent with the approved content.
Participants earning income from advertising, services or affiliate marketing must fulfil applicable tax and documentation obligations.
7. Displaying Safety Warnings
For products or services requiring statutory warnings, sellers must provide the warning content before the session. Presenters and production personnel must follow these steps:
- Identify mandatory warnings from the supporting documents and applicable sector-specific requirements.
- Add the warnings to the session display using the warning or display tools in the broadcasting system as instructed by Felix.store.
- Check that warnings are clear, legible, unobstructed and displayed when the relevant product is introduced. Read warnings aloud where required by sector-specific rules.
- Stop presenting the product if the mandatory warnings cannot be fully displayed.
Contact info@felix.store before the session for instructions on using the tools. Placing a warning only on an external link does not replace an obligation to display it within the content where required by law.
8. Prohibited Content and Conduct
- Presenting counterfeit goods, prohibited goods, goods whose circulation has been suspended or products and services that cannot lawfully be advertised.
- Falsifying identities, licences, origin information, certifications or distribution rights.
- Exaggerating product benefits or using false reference prices, promotions, orders, reviews or stock information to pressure viewers into purchasing.
- Using language, images, clothing or conduct that violates the law, social ethics or accepted cultural standards.
- Infringing intellectual property or image rights, or unlawfully disclosing personal data.
- Requesting viewers to publicly disclose telephone numbers, addresses or payment information, or to provide passwords or OTP codes.
- Providing fraudulent links, malware or directing buyers to payment accounts not confirmed for the transaction.
- Running promotions, prize draws or regulated activities without completing mandatory procedures.
9. Ordering, Payment and Order Fulfilment
Buyers should use the disclosed transaction method and check the seller, product, total costs and delivery terms before confirming. Do not post delivery details or payment information in public comments.
A comment expressing an intention to buy does not automatically replace the transaction confirmation process. Contract formation is determined by the actual ordering process, the parties’ agreement and applicable law.
Sellers are responsible for supply capacity, transaction documents, delivery and after-sales obligations. Orders using the Goship integration are handled under the selected shipping service and the terms applicable to that order.
An order originating from a livestream does not automatically exclude rights to returns, refunds, warranty service or other legally protected rights.
10. Responsibilities of Felix.store and Programme Organisers
Felix.store publishes these Rules, implements measures to control violations and maintains channels for receiving reports during and after sessions. Felix’s role in each programme is determined by its actual activities and the relevant contract.
Where Felix provides production, hosting or livestream operation services, the contract should identify the party responsible for content approval, authority to stop the broadcast, recording usage rights, service fees and each party’s responsibilities.
Engaging Felix or another provider does not release the seller from responsibility for products and supporting documents. The allocation of tasks between parties does not exclude the statutory responsibilities of presenters, advertising providers or the platform.
No sales revenue, order volume or profit is automatically guaranteed without a specific lawful agreement.
11. Monitoring, Broadcast Suspension and Enforcement
Felix.store reviews documents before sessions, monitors broadcasts and receives reports after sessions. Circumstances requiring immediate action include unlawful content, prohibited or suspended products, missing mandatory advertising approval and lawful requests from competent authorities.
Depending on the circumstances, Felix.store may:
- Request explanations, corrections or additional warnings.
- Stop the presentation of a product or terminate the broadcast.
- Remove displayed information, links or non-compliant replays.
- Restrict livestream access, suspend accounts or terminate cooperation on applicable grounds.
- Preserve evidence, assist with product recalls and provide information to competent authorities as required by law.
Sellers and presenters must cooperate in stopping non-compliant content. They must not rebroadcast it or switch accounts to evade enforcement. Stopping a broadcast does not end obligations relating to existing orders.
A party subject to enforcement may request a review by emailing info@felix.store, identifying the session and decision concerned and providing supporting explanations and documents.
12. Reports and Complaints During and After Livestreams
Viewers may submit reports throughout a session and after it ends through the email address or hotline below. They may also use the Report Abuse or Submit a Complaint section on Felix.store, depending on the issue.
- Record the session link or identifying information, date and time, seller name and the content concerned.
- Provide a description, images or supporting evidence, together with the order number if a transaction is involved.
- State the requested resolution and contact details for a response.
- Felix.store reviews the report, requests additional information where necessary, coordinates with relevant parties and communicates the outcome or progress.
Reports concerning safety risks, prohibited goods or fraud are assessed for appropriate preventive measures. Resolution time depends on the case and mandatory statutory deadlines. Users are not required to wait until a session ends before submitting a report.
Users who disagree with the outcome may request a review or use lawful dispute resolution procedures. The platform’s process does not remove the right to seek protection from competent authorities.
13. Recordings, Personal Data and Content Rights
Felix.store retains livestream image and audio data and ensures its accessibility for legal compliance for at least one year from the start of the broadcast. Other data is retained according to its processing purpose and applicable statutory requirements.
Retention does not mean that recordings are publicly available to everyone. Access to and use of data must comply with the Privacy Policy, the processing purpose and the rights of the individuals concerned.
Participants must have the necessary rights to use music, images, videos, trademarks and the likenesses of people appearing in the programme. Replay, editing and advertising use of recordings are governed by the rights granted and relevant agreements. Participation does not automatically transfer all content ownership rights to Felix.store.
14. Application and Updates
These Rules apply together with the Felix.store Terms and Policies, Privacy Policy, transaction policies and relevant contracts. Where a provision conflicts with a mandatory legal requirement, that legal requirement prevails.
Felix.store publishes amendments and their effective dates on the platform. Amendments must not be used to unlawfully remove users’ accrued rights.
