In the trend of world market integration, in recent years, Tay Ninh province has had a policy to promote the transformation of some inefficient crops such as sugarcane, rice, rubber, etc. to plant fruit trees; at the same time, develop livestock and poultry farming model farms and livestock in the direction of clean and high-tech agriculture, aiming to expand export markets. VNA reporter talked with Mr. Vo Duc Trong, Director of the Department of Agriculture and Rural Development of Tay Ninh province, to clarify this issue.
Please tell us what solutions the province's agricultural sector has in recent years to encourage the development of high-tech agriculture, what are the initial results?
In the current integration trend, agriculture in Tay Ninh province is having great opportunities in the market to solve the output for agricultural products. However, the difficulties and challenges are also not small such as: the agricultural protection of countries is increasing, products are competitive when entering the world market, the most standard is food safety is increasingly strict. Therefore, in order to create products that are both quality and standard and competitive, agricultural production must apply scientific and technological achievements on a large scale is an inevitable process. Therefore, in order to keep up with market trends, development must gradually change the way of thinking and doing. It can be seen that some of the solutions that the province has been implementing are as follows:

Regarding mechanisms and policies, the province has concretized and implemented policies to support agricultural development, including: Policies to support production linkages; policies to support the development of household livestock, production policies meeting VietGAP, GlobalGAP standards, organic and traceability; in particular, the province has a specific policy of supporting loan interest for the development of good agricultural production practices, high-tech agriculture and is currently coordinating to develop and advise the People's Committee to promulgate specific policies to encourage enterprises to invest in agriculture, rural areas according to Decree 57/2018/ND-CP of the Government. As a result, it has attracted investment resources for agricultural development with 24 new projects investing in agriculture in the fields of cultivation, animal husbandry and aquaculture with a total registered capital of over VND 1,652 billion, bringing the total number of investment projects in agriculture on the provincial scale to 79 projects with a total registered capital of VND 6,700 billion; a number of projects have been put into operation and have had initial results such as Tanifood fruit and vegetable processing factory, dairy resort meeting GlobalGAP standards,...
The province is reviewing the orientation of crop conversion areas, especially high-value-added crops, developing products that are in great demand in the country and exporting; with an area of over 16,700 hectares, especially reviewing the land fund of agricultural companies.
Focus on public investment to develop infrastructure for production transformation areas, especially irrigation, irrigation and dike systems; at the same time, develop a public investment plan for 2021 – 2025 to basically complete the infrastructure of dikes and irrigation for the transformation of crop structure, gradually forming concentrated agricultural production areas and high-tech agriculture. Specifically, the projects "Irrigation of the West of Vam Co Dong River", the project "Development of fruit and vegetable value chains applying smart technology to adapt to the climate in Vietnam in the period of 2021 – 2026 in the province" with a total estimated capital of VND 1,399 billion from loans from the Asian Development Bank (ADB)... These projects, after completion, will contribute to completing infrastructure, transforming the structure of fishing and creating a driving force to promote agricultural investment and especially high-tech agriculture in the province.
From the above efforts, in the period 2016-2020, the province has converted over 10,000 hectares of rice, rubber, sugarcane... to plant fruit trees and other trees; at the same time, clean agriculture and high-tech agriculture models such as: Production of vegetables and fruit trees according to VietGAP standards; production of vegetables and flowers in greenhouses, greenhouses, growing vegetables on substrates; quite widely applied irrigation equipment in combination with nutritional supply; models of planting tropical orchid varieties and high-tech melons. The average product value obtained per 1 hectare of cultivated land is expected to reach 100 million VND by 2020, an increase of 15.7% compared to 2016 (the added value is 13.6 million VND/ha).
In addition, in order to meet the requirements of product transparency for fruit trees, the program has implemented KIPUS electronic traceability software for fruit farmers and registered information on planting areas and fresh fruit packaging facilities in Tay Ninh province to issue export codes for the Chinese market. Currently, there are 42 households implementing the KIPUS software with an area of 608 hectares and the Ministry of Agriculture and Rural Development has granted 46 planting area codes with a total area of 1,975 hectares, including: Longan, South American old bananas, rambutan, jackfruit, dragon fruit.
In terms of animal husbandry, the province has developed quite strongly according to the model of cold farms, large-scale, closed livestock, ensuring biosecurity, automatic and semi-automatic equipment systems such as: automatic distribution of feed and drinking water; using artificial insemination to create dominant hybrids, crossbreeds, sex breeds, disease prevention vaccines, and microorganisms in environmental protection to improve productivity, quality, production efficiency and biosecurity.
Could you please tell us the orientation of Tay Ninh's agricultural industry in the coming time?
The orientation in the coming time is that the province will continue to implement the approved Plannings and orientations such as: orientation for the development of high-tech agricultural production areas; planning irrigation development and at the same time arranging a number of agricultural companies, orienting a number of regions to transform production models and building specialized farming areas to develop raw materials for export and processing.
Focus on reorganizing production in the direction of safety and value chain; focus on developing specialized fruit tree production areas (custard, bananas, mangoes, grapefruits, pineapples, etc.) towards export or as raw materials for export processing. Particularly for traditional crops (sugarcane, noodles, rice, etc.), continue to increase added value in the direction of promoting intensive farming, synchronous mechanization, increasing productivity and quality, lowering production costs, ensuring raw materials for the processing industry, and developing part of the organic direction to increase product value.
Regarding animal husbandry, continue to promote the breeding method in the direction of farms gradually replacing the traditional form of scattered small-scale livestock in association with the application of closed barns, cold farms with semi-automatic and automatic equipment, industrial livestock, ensuring the environment and disease safety.
